    Job Description

    Maintains and supports the implementation and ongoing operation of all clinical systems used by the department of Health Informatics, primarily focusing on, but not limited to, CIS, ClinDoc, ePrescribe, EMR, Forms on Demand, TeleTracking, Ambulatory and Ancillary systems, Patient Engagement, Connectivity. To implement methods, procedures, and system enhancements including staff training and regulatory compliance to meet the needs of the Institution in supporting and enhancing the above systems. To ensure institution wide compliance with government defined privacy requirements. To monitor all activities associated with the daily operation of all computer systems within Health Informatics scope. To effectively initiate customized computer programs to collect, retrieve and analyze data as necessary to fulfill administrative, research and regulatory data requirements ie. JCAHO, NYSDOH, NCDB and SPARCS.


    Supports the Health Informatics applications, ongoing maintenance, upgrades, enhancements, interfaces and integration with existing and new systems. Works collaboratively with I/S and vendors to ensure the successful utilization of the systems throughout the Institution. Assists and/or trains the professional, nursing, administrative and support staff in the use of different systems. Maintains all departmental system functionality in support of a 24X7 operation to include mainframe, LAN, IDB, vendor and internally developed applications, PC-based data, image and voice. Maintains system security, master files, and reports to support the strategic systems of the department, both for operations and for regulatory compliance. Documents and implements procedures in accordance with established institutional, federal and billing guidelines. Develops system tests plans and performs application integration and regression testing. Prepares and reviews system requirements and functionality specifications; technical design and implementation documentation; and recommends changes to meet the users’ needs. Assists in troubleshooting software problems with the use of debugging tools and detailed documentation. Performs quality assurance reviews to ensure consistency and accuracy of data collection Maintains strict adherence to system security policy and procedures and protection of patient confidentiality in accordance with Federal regulations regarding HIPAA


    Researches and resolves problems internally whenever possible. Troubleshoots, analyzes and implements resolutions to systems related problems, implements and periodically tests disaster recovery procedures and system audits for all systems within the department. Implements, documents and monitors quality control standards for all systems. Coordinates and ensures that the quality of data is consistent with New York State, JCAHO, and Hospital policies and procedures. Analyzes user requests for data; identifies and confirms data that best meets the users’ needs and performs all tasks necessary to deliver data to the users in the format requested. Initiates queries, using appropriate data retrieval systems and query languages (SMS AD Hoc, SQL), to extract and report information from computerized systems. Performs data transformations, statistical calculations, and grouping of related data codes as necessary to fulfill user needs. Provides data for projects and comparative studies to other institutions or investigators such as NYSDOH, NCDB, SPARCS. Assists with departmental quality control and review of data submission in order to ensure timely and accurate transfer of data. Documents methods and procedures necessitated by new operations, new systems and new regulatory requirements, including the design of reports, input documents, files, record media and other administrative tools. Utilizes web development tools to update the department’s web page. Coordinates the ordering, installation, and operation of the computer systems for the department and initiates regular system maintenance as well as equipment upgrade and repair. Coordinates and monitors scheduled and unscheduled system downtime to minimize impact to operational staff.


    Manages complex volumes of tasks with fixed compliance deadlines, multitasking with volumes of newly identified tasks within the same timeframes. Schedules, plans work assignments, and sets priorities to effectively meet project requirements and deadlines. Ensures all technical, operational and regulatory compliance issues, dependencies, alternatives and options are Identified and addressed with the recommended solutions. Adapts to changes in priorities and procedures as dictated by operational and/or compliance demands. Recommends to Senior Management methods of improving efficiency and effectiveness of the workflow process within the department. Assists in Implementing strategic plans to enhance and expand system processing within the department. Performs and assists in analysis of existing operations to identify sytem, workflow, and regulatory compliance issues. Works independently with quality and efficiency. Follows up with appropriate parties as necessary to ensure that all tasks reach completion.

    Establishes work schedules and priorities to ensure that workflow is controlled and meets the regulatory compliance and operational needs of the department. Assists in the scheduling and coordination of organizational, operational, and systems conversions. Complies with project life cycle processes (analysis, functional and technical specifications, development, including programming if needed, quality assurance testing, documentation, training, implementation and support), to departmental/institutional policies and procedures, to quality standards and improvement initiatives, and to external Legal regulations. Utilizes independent judgement to ensure that priorities are established and accomplished in accordance with organizational objectives.


    Assists in the reengineering of the functions and activities of employees in the department, both technical and operational, in response to evolving technical and regulatory compliance environments. Participates in the Hospital New Employee Orientation Training Program for new employees to the Institution as well as departmental training for new CIC employees and ensures appropriate training of computer cadres and project team members. Ensures appropriate production system support coverage. Provides constructive feedback to managers of project team members, measuring productivity or accuracy when possible. Provides guidance and assistance to all areas of the department relative to data processing problems, needs or inquiries.

    Adheres to all center and departmental guidelines with regard to availability. Ensures that project deadlines are met and support is available to cover production emergencies as well as new system implementations or upgrades.


    Bachelor’s Degree                    

    2-4 years Experience with SMS Invision Applications and SMS Online Architecture Systems (OAS).
