Job Description

The Office of Research and Project Administration (ORPA) plays an essential role for all activities related to the development and submission of funding proposals and the management of research funds at MSK.  ORPA is seeking a Contracts Manager to work directly with the Director, Grants and Contracts, ORPA Staff and Research and Technology Management (RTM)/ORPA Leadership to provide management and oversight for the cradle-to-grave management of routine and non-routine government, non-government and other non-industry sponsored research agreements and contracts, inclusive of subawards and consortia, consistent with MSK business practices and all applicable sponsor regulations.

 

You will:

  • Be responsible for management of the federal and institutional compliance polices and processes for MSK related to subawards and consortia including oversight and maintenance of ORPA's subrecipient monitoring and risk assessment program.
  • Review all awards handled by ORPA to determine the types of contractual instruments necessary to facilitate the research project.
  • Have the authority to independently negotiate contract terms, conditions and prices within established guidelines,  maximizing MSKs interests in the negotiation process and ensuring consistency and continuity across agreements.
  • Provide RTM, the MSK research community and others with expertise in contracting processes, assists with development of SOPs and technical tools for the tracking and management of various agreements and contracts, and participates in educational and training sessions for the MSK community.

You have:

  • A Bachelor’s Degree (Master’s Degree or a paralegal, or JD degree preferred).
  • At least 4 years of experience in government, non-government and other non-industry sponsored research agreements and contracts functions, preferably in basic and translational research, and the financial aspects of contract management.
  • Experience negotiating and administering teaming agreements, non-disclosure agreements, material transfer agreements and knowledge of FAR, DFAR, CFR and OMB Circulars A-122 and A-133 preferred.
  • Experience as an individual contributor responsible for negotiating and administering research agreements and contracts with various agencies, both domestic and international.
  • This position requires the ability to independently apply a broad range of technical and specialized knowledge and significant job-related experience to handle complex work assignments.
  • This position requires strong communication skills both oral and written and the ability to interact and communicate with a diverse group of individuals.
  • Administrative skills required include prioritization, project management, operational oversight, and planning/organizing meetings.
